
OpenAI launches Daybreak for Frontline Defenders with $1B commitment

OpenAI announced Daybreak for Frontline Defenders, a $1 billion global initiative to help resource-constrained cyber defenders protect essential services in the United States and internationally. The initiative includes subsidized access to OpenAI‘s Daybreak cyber models (both Daybreak Blue for general defensive work and Daybreak Red for specialized tasks), training, technical support, and partnerships. A key domestic component is Daybreak for America, which prioritizes operators of water and wastewater systems, electric grids, state and local governments, community banks, nonprofits, and open-source maintainers. The $1 billion in subsidized Daybreak access is targeted to be consumed over the next six months, starting in the U.S. with plans to expand to partner countries.
The announcement also details a new pilot with the Multi-State Information Sharing and Analysis Center (MS-ISAC) to train and support state, local, tribal, and territorial cyber defenders, pairing Daybreak access with guided training and hands-on assistance for public sector and water system defenders. The Daybreak Defense Network now features more than 35 partner products and services that integrate Daybreak cyber models into existing enterprise tools and workflows. OpenAI also published its approach to building a ‘Defense Factory’—a continuous, agent-first operation to find, validate, and prepare fixes for vulnerabilities, sharing its architecture so other defenders can adapt it.
The initiative is framed as a response to the accelerating capability of AI-enabled cyber attacks. OpenAI argues that defenders have a narrowing window to use frontier AI to close security gaps before attackers exploit them. The $1 billion commitment builds on earlier no-cost API credits and technical assistance offered to U.S. water utilities after recent attacks. The goal is to move beyond vulnerability discovery to faster remediation, particularly for organizations with limited budgets and specialized expertise. The broader aim is to make systems that Americans depend on harder to attack and easier to repair.
